The two main official institutions in Anselm have to do with education and justice.

EDUCATION
Most children start schooling in some form at around five years old. Simple, small schools are set up in a few areas for different grade levels, but none are free, so only the commoners and up tend to go to school. Noblemen tend to educate privately, usually with hired teachers and governesses for primary schooling, and then private academies in secondary school. Most of these school institutions are set up by the Church of the Winged Covenant, and therefore teach such values in everyday classes—there is no separation of church and state.

Tertiary education is considered university level, and only those with money can afford to be taught at Anselm's one university. A few poorer students are awarded scholarship and entry by passing exams with high marks, but for the most part, only the elite few are allowed in, by merit or money.

Common fields pursued include medical, law, business, engineering, and the sciences.

Another major form of education held at the university campus is military and constabulary academic training. It has its own separate area and is considered a separate entity.


LAW AND ORDER
The justice system in Anselm is heavily Church-influenced; anything deemed immoral or sinful is generally also unlawful. Constables are out in the city, on call for all sorts of things, while others lurk behind the scenes and do undercover work or merely investigate bigger cases. They do the rough work of bringing the criminals to court, but it's up to a judge—or panel of judges for some types of cases—to decide the criminal's fate.

There is no jury system intact in Anselm, though it can be requested. Even so, there is no proper recruitment of fair, unbiased people to serve on a jury, so it's not common for it to be asked for. Judges are all older, experienced men from various law fields (lawyers, mostly, and some police), but there's no guaranteeing a good amount of gold won't sway them.

Capital punishment is enforced for heavier cases, such as murder and witchcraft. For this reason, witches tend to keep in guarded communities and even lie about their religion to avoid jail time or even death.

A simple jail is located at the constabulary headquarters in the middle of town, but a more secure prison is located in the south, in the mountains.
